A recip who only wants trans fic/art is in the same position as a recip who only wants any other thing that they cannot match on, from modern AUs to curtainfic to oral sex to vore. In all of these cases, an assigned creator is free to ODAO or to default, and the recip is hopefully aware of that fact and knows that they are likely to have a better exchange experience if they are open to a variety of stories/art.
We understand that everyone wants to create something that will make their recipient happy, and that it therefore sucks to get a recipient who makes an unreasonable request, but we've taken the step of cautioning people against requesting exclusively trans swaps in a way that we haven't for the aforementioned modern AUs, curtainfic, oral sex, or vore. We do not consider the possibility of a participant requesting only one thing a reason to pre-emptively exclude that thing from the exchange, and like you, we consider the probability of any of this being an issue to be extremely small.
The tag syntax for nominations will not be changing, at least for this year.
